OUtlook Express error message 0x800CCC6F

Not able to send Emails and get error message:-

An unknown error has occurred. Account: 'mail.talktalk.net', Server: 'smtp.talktalk.net', Protocol: SMTP, Server Response: '554 smtp.talktalk.net', Port: 25, Secure(SSL): No, Server Error: 554, Error Number: 0x800CCC6F.

I am with talktalk whose customer service is a (sick) joke.

All settings are correct. Two computer shops have failed to find a solution.

Internet Exporer is fine.

Is this OE or talktalk? Is there a solution?
