Outside Lights

Hello Ive got 2 outside lights with PIR's I
These where already fitted when I moved in. They work well most of the time but occasionally one or both lights stay on after they are triggered this happened on a particular cold frosty morning.

Is this normal? I flicked the mcb to get them off and put them back on after a while and they worked fine.
