oven top element

hi guys i have been repairing a single oven where the top element is used for the grill and oven,
ie 1 element in the top,

works fine as the grill but when switched to the oven , the top element only gets 122 volts,
there are only the two cables to it ..
so where is the problem.. in the selector...?

ive been repairing ovens for years,
but im ive not come across this before..

When used as an oven 120volts to top element and 120volts to base element.When on grill 240 volts to top element.

i was thinking they may be wired in series to share the voltage ,
