Hi there.. does anyone know what the average price is for an extention over a garage 17ft x15ft, making one room and en-suite, not sure if garage has foundations

First you need to check your garage has adequate foundations, often they don't and need modifications or reinforcement, rebuilding the lot is cheaper/easier than beefing up the existing. Assume around £900/m2 + finishes if the foundations/walls happened to be good enough which they probably aren't.
Probably need to dig a few pits down externally and expose the depth/width of the foundations, post back the results on here or get a friendly Building Control Inspector along for a look as they're the ones who will ultimately need satisfying.
