convert garage

Hello all
I’m converting my garage into a play room
I have a flat roof
But had roofers to give me a price on a pitched roof
They said as my garage is a single brick wall
I will have to build a internal cavity wall to support the extra weight
So would 100mm thermal blocks be ok
Also ok to build on the existing garage floor
The garage is 18 ft in length
My neighbours and my garage was joined onto one another but he took his down and built a extension as his foundation were close to my garage foundations he had to underpin my garage foundation
So I hope this is better to build on

Is this correct? My workshop and the garage are single skin blockwork, with piers, with a pitched roof.
