i used my thumbnail last time and got some paint stuck in there like a knife blade !!!!!!
but where do the waterpump pliers come in?

Grab the pipe, VERY gently with the pliers. Turn them around the pipe with just a little bit of pressure and they will crack the paint if it is hard and brittle. Steel wool will do the job in minutes after that.

Or a pair of ordinary pliers but GENTLY is the word. A Stanley knife blade scraped along the pipe will also do the job but a bit time consumming.

Soften the paint with the blowlamp, scrape the stanley blade to remove most of the paint, use cloth backed emery strips to get it gleaming.
