paint on plaster

I just took the paper off my walls,under it there is this nasty green paint but some of it has came away so im left with lots of bare plaster and lots of nasty green paint, if i paint or paper over it you can see the mess through the paper or paint, i cant really afford to get it replastered right now is there anything i can do or should i start saving for a plasterer. :cry:
 
On many older houses the walls were painted with Distemper, this was an early form of emulsion paint. It can bleed through new paint. You need to give everything a good sand and seal the walls with a decent sealer then repaint.
 
you can test if it is distemper by scrubbing with hot water. the glue it is made with dissolves in hot water but not in cold. it also has a characteristic unpleasant glue smell.
