Paint peeled while rolling

Not sure why this could had happened other than moisture.

Painting white matt on to previous coat and about 1 circle has peeled the original coat down to stud wall :'(

Couldn't be a worse place (hence no pic yet) as it's over the stairs.

Is this a sand/prime/recoat job? Or could I fill with pollyfilla san and then paint the next two coats over it?

It means whoever put the first coat of paint onto the original fresh plaster didn't mist coat first. The new plaster sucked the moisture out of the paint before it bonded.

Unfortunately you may find the same thing happens elsewhere.
 
And possibly because the landing is pretty airless?

I've got some Zinsser Bin in readiness for another job so used this to do a spot prime and taken a chance filling it up after sanding down.

First coat showed it through but fingers cross next coat will see it covered.
