Paint removal from plastered wall

hi,

I've been filling some chases following a rewire.
At first I thought there was wallpaper on the original wall, as I peeled it back to plaster.
But I think it may actually be a paint - just thick!
In some places it peels away easily. Thinking I should get this off before I redecorate or reskim.


No idea if it's just emulsion or not. Seems almost a bit plastic.

To speed up the process, what's a recommended way to get this old paint off?
Paint stripper liquid? (or too harsh)
Steam stripper?
Soapy water and scraper?

Not an issue I've seen before.

if it comes off easily, take it off. If it is firmly attached, leave it on.

You can hide the edge with a fine-surface filler, applied with a broad metal filling knife so it presses on the wall on both sides of the edge. You only need a tiny smear of filler.

Perhaps the previous person failed to mist-coat.
