Paint still sticky

We had our Lounge decorated, the guy finished about 3 weeks ago.

He used satinwood on the cills, it is dry to the touch, however, ornaments still stick a bit when you lift them up.

Also, the room still smells of paint.

Is this normal?

Yes.

Plus if he used the new 2010 compliant paint it takes longer to dry than non 2010.
