Painting a room white

Need a bit of advice in painting.

I have a room which is painted a similar colour to the blue band at the top of this web page (backdrop for DIYnot logo). There is no wallpaper.

I would like to paint it matt white.

Can someone give me a step by step procedure please?

Get some cheapo contract matt to obliterate the colour and off you go with a roller. Finish with the paint type of your choice.
 
When you say "cheapo contract matt", what do you mean by that?

When you say "finish with paint type of your choice", not sure what you mean.

I simply want the room to be Matt white, but don't want the blue to show through.

Sorry I am not very good at this.

Can you be more specific please?
 
Go into B&Q or Wickes and get their cheapest matt paint (often called contract) then follow the instructions on the back. After the wall is all pure white - 2/3 coats - then go for a better quality vinyl matt.
