This problem is often caused by not applying a mist coat therefore the paint has not formed a good bond, you would probably be better to sand back and size the walls and line with 1200 grade lining paper.

Forgot the paint I would steer clear of the shed brands and use a trade emulsion such as Dulux, Gliddens, or Leyland.

Just a thought, you did'nt by any chance use pva to seal the skim before you painted for this also can cause the problems of which you have encountered.
