painting ceiling

hi, whilst steaming off wallpaper high up on the on walls of a room , the ceiling was giving off globules of brown/yellow. Perhaps a a cover of paint has been given to the ceiling on top of smoking/nicotine . How should i go about painting the ceiling?

Either wash it down well before you paint it...or

Add a third of PVA (yes I know I normally moan about its over use on here!) to your first coat of emulsion...but make sure you allow it to dry thoroughly before you second coat.

It works for me 90% of the time..and really is the only option if you have an artexed ceiling that has never been painted but stained with smoke.

Failing that......buy some dulux stain block and give it a coat of that.
