Painting following wallpaper removal

I've just moved into a new property and decided to remove the wallpaper using a wallpaper steamer rather than paint over the existing wallpaper. However the surface below is a combination of paint and areas of exposed plaster (photo attached). Can I just sand and apply multiple base coats or will I have to apply a joint compound to fill the areas with no paint?

I never use a streamer.
Most papers have a dry peel. Starting in a corner and pulling slowly.
Garden sprayer to dampen the backing and allow to soak. That comes off easy with minimal damage to the surface.
Then bodge a cheap diy orbital sander on a vacuum with 120 grade and sand walls to remove paste. Apply Gardz to neutralise remaining paste.
Paint. Spot fill. Final paint.

You need to orbital sand surface.
Decide if it's good enough to paint
Gardz then paint.
Plan B...
Roll on wall smoother.
Sand
Paint

Get a coat of white matt on there and let it harden to see the extent of the work needed

If it's really rough I would consider cross lining the walls

If it's not then proceed with the plan suggested above
