Painting over old, "blown" paint onto render

Hi all,


The exterior walls of my castle (read: two-up/two-down semi) need painting.

A lot of the pain has peeled off leaving the render exposed. I intend jetwashing the wall (without blasting the render) to remove further loose paint.
The worst peeling parts are close tot he ground.

I intend repainting with Sandtex smooth white.

Question: Do I need to put primer onto the now-raw parts?
Is there something I can pain over the lower parts to help against water splash?

The wall is easily hit by rain as well as splash off the paved driveway.

A coat of Stabilising Solution and two coats of Masonry Paint.

You could paint a Black Masonry paint strip from ground level about nine inches high, this will help with the water splash marks ( or 230mm in Brexit measurement)
