Installers would never paint a pipe. We hate painted pipes as it makes subsequent alterations awkward.
Decorators will apply paint with a brush. Normal paint, nothing special. Gloss or emulsion - it all appears to stick. Try the painting and decorating forum as they may know better.
Thanks for the replies. I hadn't considered that the decorators had done it, makes sense though. Also understand what a pain it is to the plumbing fraternity.
Scraping it off with back of a Stanley blade which makes noise I hate;
Ruins your abrasive strips;
Trying to get a nut off with several layers of paint behind it and all over the rad valves;
Bits you couldn't reach melting on to and into your torch and over your hands;
Burnt paint smell causing homeowners to come running;
Flecks of paint everywhere to clean up after;
AND that's for each joint you need to make!
