Painting Quarry tiles?

hello all you diy wonderworkers! please please help me if you can. i have some quarry tiles which have been painted at some stage in the past, the paint is flaking off and in fact i have removed most of it carefully. my question is - can you paint quarry tiles? i would like to paint them a nice tile red but any floor tile paint i get says not to use on quarry tiles. do i need to seal them first? etc etc?
