Painting with oil paint over water paint

Want to paint my skirting black with dulux trade high gloss (oil based).

Currently, the skirting is painted white with Johnstone Aqua (water based) paint

For a proper, long lasting job, can I

1. Rub down the skirting with 240 grit.

2. Use Zinsser Cover Stain (oil based primer)

3. Finish with Dulux high gloss
