Papering over 2 layers lining paper

After some advice.
I've put up 2 layers of 1000 grade lining paper in my hall, (lower section below the dado rail), and given it 2 coats of silk finish paint. Its still showing a few bumps through it so we have now bought some textured paper instead. Will it be ok to paper over the double layer of lining paper or am I best to strip it back off and go onto the bare plaster?

Your probably noticing the bumps more because you have painted it with silk...it shows up every deviation...youll need to give the wall a really good rub down to roughen it up to give the textured paper a key...silk isnt a good base for paper.
