What adhesive would you recomend to fix block onto plywood ( it needs to have gap filling properties)- and does it matter if the plywood flexes to start with and will the bond between the two stop it flexing? My husband says it will create a laminate if bond is perfect ie. no gaps. Would a polyurethene glue work?

Parquet adhesive is just that: adhesive, NOT a filler!
Use Lecol, Stycobond or Mapei.
Any subfloor has to be level and stable. Starting with flexed materials is asking for trouble.
