parquet preparation

Hi, am about to lay reclaimed mosaic parquet blocks and would appreciate some advice.I'm laying them onto a concrete floor with vinyl tiles on top, which are soundly fixed.
Firstly, can i glue them straight on top of the tiles or do i need to screed or lay a plywood base onto the tiles.
Secondly the blocks have some bitumen on ,does this have to be removed. I have been told this can be left as long as its not thick and isn't lose.

uplift the tiles. If concrete use levelling compound. If its wooden subfloor then plywood over it. And you should really remove any old glue from the blocks.
