Parquet Tiles - To clean or not to clean

Hi, I've been given a load to old parquet tiles which I intend using in my new house. However, they are covered in glue and I need some advice on what to do about it. Two pieces of advice I've had already are clean them off and then lay them and another said re-lay them in glue and then give them a good sanding. Obviously the second option would be easier than cleaning but is it best in the long-run??
