I take it you are talking installing spur units? You can legally install a new fused spur unit from an existing circuit without notification to LABC providing it doesn't involve work in a kitchen, work on a special location (bathrooms etc) or work on a special installation.
The work however must be done correctly to comply with P1 of Part P. The best way to show compliance is to use BS7671 which means you'll need to issue a minor electrical installation works certificate.
