Partial toilet blockage???

Hi

The water level in our upstairs loo has risen so it is now a couple of cm higher than it used to be. In addition if it isn't used for a period of time (overnight) the water in the bowl will be yellow indicating that something is seeping back in. I thought this might be an indication of a partial blockage but there are no problems when flushing and the water doesn't rise up to the rim and fall back it is a constant couple of cm higher.

Is it a partial blockage or something else. The soil pipe leading from the loo to the stack also has a very shallow fall, almost horizontal so could it be a problem there rather than within the loo??

I'd hazard a guess there's something stuck in the pipe, not enough to block it totally, as the water will pass over the top when flushing, but enough to cause the level to sit slightly higher and leach back into the pan overnight.
 
what's the best way of trying to unblock it would buckets of water or a plunger help if it's in the pipe rather than the loo?
 
Wet wipes are the worst culprit!
First thing to try is a couple of buckets of water down the pan, in quick succession, immediately after a full flush. Hot water in the buckets may help even more. After that, if no joy, then experienced use of a decent plunger - then if that fails, it gets mechanical, possibly involving pan removal if no access from stack below, via panels.

Wet wipes should never be flushed down the WC, bin them! If the soil pipe isn't on an adequate fall that wont help either, is it possible to adjust it to achieve a better fall?
