Yeah, we know, lost in the mire of Crimea
Who would expect Pootin to respect Yeltsin.
Budapest was a farce - what would be the point of referring to the UN when R has a veto? And who would seriously go to war over Crimea, etc etc.
Politicians of all hues change their mind.
So what is the point of international agreements if politicians can pick and choose which to honour and which to ignore?

We are where we are now because the Budapest Memorandum was ignored.
Ukraine has been sold down the river, and left to fend for themselves.
Which country will next be sold down the river and left to fend for themselves because it's not convenient to honour the international agreement?

Not much. That's the way the world is. There isn't real "International Law"; its legislature and executive are unreliable. Even bullets and bangs are only effective if one side can do more.

NATO aren't much use if the current bullets and bangs are enough to dissuade them from enforcing a no-fly zone.
Putin must be oozing more and more confidence each passing day, to run amok in Europe. He only has to threaten use of nuclear weapons, and NATO back down.
If he's not stopped now, it can only get worse. It's pointless waiting for someone in his inner-circle to bump him off. That's never going to happen.
