Pattern glass

Can anyone tell me whether the pattern glass of a double glazed door unit should face outddors or face indoors. I've a new frame with glazed units and the flat glass is facing in - i'd of thought it should face out and the pattern pane face in.

Normally the outside glass is smooth so pattern on the inside, I've been told the reason is that the smooth side doesn't collect dirt as much as the pattern side.

A double glazed unit might be made of a sheet of patterned glass with a smooth and a flat side and a sheet of clear glass with a low-e coating on one side. In which case the surface from the outside counting inwards should go:
1 Smooth face of obscured glass
2 Rough face of obscured glass
3 Low-e coated face
4 Plain
