Paving Advice Needed!!!!

Hi I am looking to install new paving. I am rookie and would appreciate some advice.

My dilema is, some of the garden already has some council paving some of it has stones other parts are just soil.

I was planning on putting some MOT over the top and then lay the new slabs on top of sharp sand. I appreciate that the parts where there is no slabs or stones will need a greater depth of MOT.

Can I do this or would I need to lift up all the old slabs, compact the soil, get the levels correct then put the hardcore on top then the slabs. I was planning on sitting them on sharp sand and pointing them with mortar.
