Paving over front garden - is planning consent required?

My existing 15m wide by 9m deep front garden is already some 70% paved over and has a drain channel which feeds into a soak away.

As part of the house renovation work I was to repave my existing paved drive way but also pave over the unpaved area. Am I right in thinking that as long as water can soak away into my garden from a non-porous concrete block paved drive way into a soak away, I will not then need planning approval or a CLD?
