PCNs issued by the wrong council.

The bar manager in my local has just mentioned that he was issued a parking ticket.

He lives near Covent Garden. He pays Camden council for a parking permit. The road that he parked on is, one side Camden, one side Westminster. He was parked on the Camden side. The parking attendant from Westminster issued the ticket. He has parked there for months without issue.

Appealing online, he sent proof of his parking permit. The typo laden reply from Westminster rejected the appeal because his permit is for Camden and not Westminster.

I did ask him if the parking attendant photographed the pole/notice. Nope.

What is the best way to proceed? Sure, he can go down the adjudication route, but why should he have have to do that?

If I were him and were absolutely sure that the ticket was incorrectly issued and had followed the correct procedure and been rejected, I would write one letter to the same council explaining their error and tell them that I would be happy to meet them in front of a judge and let them sort the whole sorry mess out.

Let's see the council produce pictures taken of the car at the scene. None.

Let the owner produce pictures taken of the car on the other side of the road to that governed by the authority who issued the ticket, with the pass in the window and sit back with some popcorn.

Oh and he should demand costs for hassle and expenses.

It does rather hinge on him showing dated proof that his car is parked on the Camden side of the street.

But then if they have no photographic proof either....

Thanks. As an update. He managed to get through to someone on the phone (spent his breaktime waiting to get through). They agreed that the PCN had been issued in error and wiped it.
