peeling exterior window paint

Hi

I live in a leasehold flat and the freeholder is being slow to arrange redecoration of the exterior. The paint on the downstairs sash windows is peeling badly and I'm wondering two things:

What's the risk of the windows going rotten and needing to be replaced/other expensive restoration work?

What would it take to repaint them myself? Is it difficult to achieve a good finish?

Thats a problem for the Landlord, is the Landlord aware of the problem ? What does the lease say about exterior maintenance.
