peeling paint from rounded edges

Preparing my condo for paint I had peeling paint from rounded corners. The minuted I applied water to them, the water made the paint blister and peel in quite a lot of sections. The rounded edges are made of steel and their seems to be no primer on them. Does anybody know what this is caused from and what do I do to prevent this from happening when I apply the new paint. Right now I am going thru wetting them down and taking the paint off that comes off easily and sanding the rest and them will apply a good water based primer. Any ideas will be greatly appreciated.
