Permitted development for extension rules

Hi,

I just want to make sure i am interpretting the PD extension rules correctly.

Planning portal states: 'No more than half the area of land around the "original house"* would be covered by additions or other buildings.'

Does this mean half of the area in m2? or half of the perimeter around the house?!!

So for example, if the original house had a 60m2 footprint.

Then a 40m2 extension was added to the rear elevation in 1970 (through normal planning procedures)

would the PD rights to the property be used for extensions? or could the owner add an extension to the side of the house?

It means half the area of land in m². So if you have 60m² of land around your house the max extensions you can have is 30m².

Edit. I should say; extensions or other buildings.
