I suspect prices will fall, when demand for oil falls. We could cut fuel duty or abolish it altogether but it’s not the government who sets the prices

Nah, oil demand isn't going to drop meaningfully for years and then we get into a place where there's still huge fixed costs but less volume being sold. That doesn't often lead to cheaper prices.
