Is it the reading divided by 230v

An EFLI of 85ohms would give you a PFC of 2.7 amps, NOT 2.7 thousand amps

That is a very high EFLI reading. Is this on a TT supply?

Got a PFC of 4 Amps on a TT supply today. And so it goes...

PFC on a single phase TT system will almost certainly be measured phase to neutral. PFC is the greater of the PEFC or the PSCC.
