Pipe insulation for boiler installed in the garage

Went to look at a property for sale yesterday and the boiler, a Greenstar 30CDi, which I believe is a combi type, is installed in the garage near the rear.

Am I correct in believing all water pipes to/from the boiler should be insulated to prevent frost and to prevent heat loss from HW and CH pipes?

Not sure if it's regs, but it a good idea and on the cheaper end of material costs.
 
my non combo is in the garage.
The pipes are lagged with the felt stuff.
It has a second thermostat so that if the garage were to drop in temperature, the boiler will come on and circulate a bit of water to stop any freezing.
