If some wall lights have been took directly from the ring main without being "fused down", what number should it be on a PIR?
If it is labelled on the CU, is this sufficient?

what cable are they run in? 2.5 T&E? If so is it really any different than a spur?

the lights are fixed load really, but its up to you as for what code you give it.

if there isnt a 'functional' switch for them this is worth a mention on the PIR.
 
You can't really overload those fittings as they have a fixed load so if the cable is suitable give it a 2 because it isn't immediately dangerous but it should improved (fused down).

Even though the load is fixed, I have seen it before where over time the cable in the base of a lampholder has become deteriorated with heat from the lamp to the extent when disturbed the phase has arced to the earthed metalwork. Depending on the design, the supply, manufacturers instructions, compliance with 553-03 etc, I may even go for code 1 for for ineffective overcurrent protection.
 
Yeah, the cable may be rated suitable for the circuit (ie 2,5) but the wiring in the fitting?
