Planing help needed

hi guys

i want to add a kitchen extension to the back of my house, i have no idea how to go about this so my question is:

1. do i need planning permission?
2. can i build it myself or has it to be registed builder?
3. what kind of cost will be involved if planning needed?

extension to be built is about 3meters x 5meters, at the moment my garden at the back is lower than my ground floor is it legal to put steps that will lead into the new extension?

any help with this will be greatly received

why not build-up the ground and have them on the same level then have steps down out of the extension if needs be? but you can have steps from one level to the next if you like.

p.s. you will need building control approval and this is another cost altogether

and what is building control approval what do they do ?

i just dont know how to go about all this
