Planning Consent Required or Not for New Cloakroom?

I plan to fit a new cloakroom with a toilet and wash basin downstairs into a room that does not currently have one. Will I need planning permission or simply to satisfy the building regulations?

Only needs planning if the house is listed (although that would be listed building consent not planning anyway).

you will need to satisfy Building Regulations though, in particular connections to drainage and ventilation of a room with a sanitary fitting.
