Planning needed for outside steps (and new entrance) down lower ground floor?

We are buying a house that has a natural lower ground floor so has a large window at the front. However the front door to the house is up steps to the upper ground floor. As this floor has bedrooms, we wanted to put a new entrance in at lower ground floor. This wouldn't mean excavation but would mean steps and an 'alternative' front door.

Would this need planning? I don't see why it would but it is in effect altering the access to the house from the front.

Not sure the new door and steps need pp, but worth checking if your in a conservation area or its a listed building, because different rules potentially apply. I would guess a new access needs building regulation approval because of fire safety and means of escape issues.
