Planning permission for fence move

I'm wanting to move a fence running along my property out by 500mm nearer my boundary line, would I need planning permission for this?

There isn't a neighbor as the boundary borders a lane which is used by traffic so I suppose possibly classed as a highway.
 
If it's your own property, then no.
But if it will be more than 1m high, you would need planning permission.
