planning permission?

If I wished to convert one bedroom into a bathroom which involved closing a window space with brick would I need planning permission or just BC regs approval?

This would be at the front of the house not the side.

Probably not but as your changing the front aspect of the house, it’s possible under certain local circumstances. I've recently bricked up 2 openings & created 2 new openings without any problems but I did include details on a planning application for an extension. To be safe, I would make a quick phone call to your local planning dept. You will need to comply with B regs.
 
Planning control have no remit in terms of blocking up or making openings unless its a listed building or if there is a specific condition on the original planning permission for the property
