Plaster coming away from ceiling

I have recently had an extension built and am largely happy with it. It has a vaulted ceiling. At the edges of the ceiling (the last 30cm) I have a problem with circles of plaster coming away from the ceiling where the plasterboard is screwed to the rafters. The screws seem to be popping off the plaster, but I can't work out why. Some of the bits of plaster fall off, some of them stick out about 2mm. They are between 30 and 50mm diameter. There are about 40-50 of them and they look awful.

I'd be hugely grateful if you could help me with a few questions:
1. Is this normal?
2. Is this down to settlement of the build?
3. It happened in the first month (Feb) in a few places and I picked the plaster out and refilled it. But its coming away again and there are now far more of them.
4. How do I stop it happening again?

The builder isn't responding to emails or phone calls. He's got his money and has moved on to another job.
