plaster on quarry tiles

I have recently discovered that my house has pre world war 2 quarry tiles under the existing sticky back vinyl floor tiles that someone had the bad taste to lay before I purchased the property.

Also to add insult to injury they have also spread a layer of a plaster type substance on top of the quarry tiles to level them out.

I have tried to remove this substance with a hammer and chisel but i'm just damaging the surface of the tiles.

Is there any other method or any tool that can be used for the removal of this substance without damaging the tiles?

Can anyone help?
