Plaster problem

I have a chimney breast which i thought was damp, but i dont think it is.

The pint was peeling off in places and so i have taken off all the paint by peeling it off. I am now back to fresh plaster and i was going to paint the thompsons water seal paint on there which seals the wall and allows it to breath.

So could this just be a problem with the emulsion reacting to the plaster ? The paint on there was 4 yrs old.

Any help appreciated

It's condensation from inside the chimney breast. Best bet for a cheap fix is a 'damp block'.
