Plastering Help Please

I have some general plastering questions which I hope someone can help me with ...

I want to put a skim coat of plaster in the bathroom. The surface is part bonding coat, part original finish plaster and some wall board. Should I coat the whole lot with pva first? If so, what dilution should I use.

Also, the bonding coat I put on has been up for 2 days and is still dark orange and white along the edges. Its hard but has cracks all over. How long should it take to dry properly and when should I apply the finish plaster?

Pva dilution is on the bottle...........when bonding white allover it`s dry.Ducks for cover @ mentioning PVA
