please help..frozen pipe?

Hi were new to this but don't know what to do.We woke up this morning and our upstairs cold tap isnt working but the hot is.We are wanting to know if it is safe to have the boiler on.The cold water works downstairs as does the hot?We just wan't to know weather it's safe to have the boiler on or not?
 
There's no definitive answer to your question based on the information you give.

If the pipe to the cold water tap in question is the only thing frozen, then, as it's not associated with the boiler or heating system, I can't see it would cause any problem and so safe to leave the boiler on.

But the question is, has anything else frozen? If you have a traditional (non-system boiler) with a small feed tank in the loft and the vent pipe to that is frozen too, then that could be dangerous if the boiler was left on. Water when heated expands and the excess returns to the small feed tank in the loft, if that pipe is frozen the pressure will build up and up until something 'blows.'
 
Assuming the boiler is downstairs somewhere near where the hot water is not frozen up, then you will be OK.
Keep the heating on and your upstairs pipe should unfreeze; hopefully it will not have burst when it froze.
Problems only arise if the boiler has frozen up completely-but unlikely to happen overnight.
