Please Help-Leaking pipe around Immersion Tank

hello everyone, am new and I really need your advice.
when I put on the hot water( we can heat the immersion tank with either Gas or electricity) after 2 hours the pipes around the immersion tank start dripping. we called a plumber and he said because there was no overflow.

I called another one in order to have 2 quotes and he said the expansionary tank on the immersion heater is faulty( because water is leaking when he opned one cover, that it should just be air)
and that the two valves are fauty because anytime we put on the hotwater the radiators also becomes hot.

Another problem is that when we put on the central heating not all the radiator becomes hot.

Am really confused, we just bought the house

sounds like you need a few jobs sorting out, ask round for a decent honest plumber from some one you know who has had a good job done, it could all build up to a nasty shock if you get the wrong man in,
