The reply in black and white say "it is not outside the regs".
Oversleeving G/Y-insulated conductors (in multiway cables) is not outside of the regs.
Unless you interpret it as unacceptably bad workmanship, anyway.
Sure, but we don't want to go around that circle again! We need to humour him and at least agree that nothing in the regs explicitly forbids it.

We all know that not even a half-competent electrician would dream of doing it, and that there would be no point - since (s)he would then have to oversleeve something else with G/Y to act as the (required) CPC!
