Plywood on a bitumen floor

Hi
I need to put plywood onto my kitchen floor to bring up the level, can I screw and plug straight through the bitumen or do I need to fill the hole water a waterproof substance first?

you'll need to neautralise the bitumen or risk the ply 'clicking' on the old sticky bitumen.
