Pooling on new flat roof

That's significant.
Even if the roof is being just recovered, it's implied that it should drain properly and some basic checks of the deck should be made, and the client advised if there is an issue with the levels.
If the work included new decking, then its not just implied but expected that the boards would be laid to suitable falls.

Which way is it supposed drain off. There doesn't seem to be a path for the water to drain off the roof.

Looks like the only side without a kerb is the one to the left out of the photo?
He must be one of the good roofers then, as normally they want to be paid immediately (usually accompanied by menacing threats)
