Pooling on new flat roof

Just had a new roof fitted. There’s an area of pooling see pics 11mm deep is this a problem. Haven’t paid yet and roofer has asked me to check it over and let him know of any issues. Any thoughts appreciated.

What does new roof mean?

Did it pond before and did you ask to have the levels adjusted or just bang a new membrane down?
 
That's significant.

Even if the roof is being just recovered, it's implied that it should drain properly and some basic checks of the deck should be made, and the client advised if there is an issue with the levels.

If the work included new decking, then its not just implied but expected that the boards would be laid to suitable falls.
 
Which way is it supposed drain off. There doesn't seem to be a path for the water to drain off the roof.
Looks like a lot of garages together.
